Do you think that the number of members in Italy, strong enough to be a non-Mormons to build temple? Maybe not.
Why do you get a stamp? If these rules apply to all areas of Utah, a ton more Mormon Temple is ... Right?
I have heard that the Vatican has asked that the genealogical records of Catholic parishes not granting researchers at LDS family.
There are a large number of Mormon enough to Rome to support a temple. They fully expect and encourage all Mormons from the neighboring countries and other Italian cities, traveling to Rome.
